Afflicted city, storm battered, unpitied; I am about to rebuild you with stones of turquoise, lay your foundations of sapphires...
God says "I'm about to rebuild you with stones of turquoise..." Turquoise is mentioned way back in the book of Exodus, as part of the priestly vestments of Aaron. Historically known as a protective stone. Known for it's strength, as well as beauty. God doesn't say he'll rebuild us with rubble. Or with concrete. Or with whatever He has on hand. He promises to reuild us with turquoise, with strength. His desire for us is the best.
v14: In righteousness you will be established. This is declared by the Lord.
